Political and Government Engagement Framework and Policy

RACQ was formed in 1905 with the specific purpose of advocating for motorists. More than a century later, advocacy remains at the core of our services to our more than 1.7 million members.

We are renowned for being a strong and independent voice.

We campaign on a range of issues from road infrastructure and safety, fuel pricing and active and public transport, to the transition to decarbonised transport as well as insurance affordability and climate resilience.

As our membership and services have grown, so too has our advocacy on policies and important public debates. We are regularly sought after for our advice, research, and insights on the future social, environmental and economic prosperity of our State.

RACQ’s Political and Government Engagement Framework and Policy sets out our role as a Voice for Good on behalf of all Queenslanders to amplify issues that matter to our members and the wider community.


Engagement Framework – A Voice for Good

RACQ’s Political and Government Engagement Framework outlines why we engage with governments at national, state, and local levels to make Queensland the best state to live and work. RACQ also engages with industry bodies, tertiary institutions and peak organisations to ensure we drive a positive future for all Queenslanders.

There are four key principles driving our engagements:

  • RACQ is member and community driven, showing up on matters important to Queenslanders.
  • RACQ is a leading voice for Queenslanders, using our brand and reputation to do good.
  •  RACQ is trusted and independent, ensuring we remain apolitical and support good policy outcomes.
  •  RACQ collaborates and advocates, connecting our policy agendas to engagement with political and government stakeholders as well as other relevant industry groups.

Engagement Policy

RACQ’s Political and Government Engagement Policy ensures that RACQ remains apolitical, transparent and aligned with our values and legal obligations. It supports our mission to advocate for members, serve the wider community and fulfil our purpose to drive a positive future for all Queenslanders.

This Policy also allows RACQ to attend some key events where the attendance fee may constitute proceeds to a political party. Such engagement has been an enduring part of democracy in Australia and is used to interact with key stakeholders who are in a position to help drive a positive future for all Queenslanders. RACQ is committed to this activity being a modest and transparent level of expenditure, ensuring we remain apolitical with a strong policy purpose on behalf of our members and the wider community.

Purpose

RACQ’s Political and Government Engagement Policy states how we govern formal and informal engagements with political and government stakeholders.

It guides a range of activities, including advocacy, policy development, meetings, forums, written correspondence, and event attendance.

Responsible political and government engagement is critical for maintaining trust in the political process and ensuring that RACQ’s views are heard by decision-makers so that policy decisions are effective and best serve our members and the wider community.

The Policy also helps achieve RACQ’s 2032 vision to be the trusted partner for our members providing solutions to move and live safely, securely, and sustainably, enabling RACQ to be a force for good.

Application

The Policy applies to all employees and officers of RACQ.

Policy Statements

  • RACQ will comply with all applicable laws, regulations, and industry codes of conduct related to government and political engagement.
  • RACQ will undertake political and government engagement respectfully, honestly, and transparently, and engage in activities that are consistent with the organisation's values, purpose, and advocacy priorities.
  • RACQ will disclose any government and political engagement activities that could potentially create a conflict of interest and will take appropriate steps to address and manage such conflicts in accordance with RACQ’s Group Conflict of Interest Policy and procedure.
  • RACQ will not engage in any activities that could be perceived as an attempt to bribe or improperly influence government officials or political entities.
  • RACQ will not provide any direct or indirect support to individual political candidates.
  • RACQ will remain apolitical and engage constructively with all sides of politics and levels of government.
  • RACQ will engage in public policy debates on subjects of legitimate concern to our business, employees, members, suppliers, end users and the communities in which we operate.
  • RACQ will be proactive in its advocacy activities and provide considered and constructive policy proposals that help Queenslanders and achieve shared objectives with government.
  • RACQ has a non-partisan approach to political engagements and events.
  • Any expenditure to attend events where the attendance fee may constitute proceeds to a political party will be disclosed in RACQ’s annual reporting through our For the Greater Good Report and comply with state and federal disclosure requirements.

  • Only authorised RACQ employees or officers may attend political events on behalf of RACQ.
  • RACQ will not make direct donations to political parties or candidates.
  • RACQ respects the rights of its employees to hold personal political views and or political party memberships. However, these activities are undertaken outside of their employment with RACQ, and any personal opinions must not be attributed to or connected in any way with RACQ.
  • RACQ employees can make political donations in their personal capacity, in compliance with relevant legislation.
