David Carter
Managing Director and Chief Executive Officer

Joining in March 2020, David leads the Club to deliver long-term, sustainable value to its members. With 30 years’ experience helping guide financial services institutions, including Suncorp Group and ANZ Limited, to success, David has a strong connection to his home state of Queensland. David is a Certified Practicing Accountant and has a Bachelor of Commerce.
David was appointed Managing Director of RACQ Limited, Members Banking Group Limited, Club Finance Holdings Limited, RACQ Insurance Limited and Club Insurance Holdings Pty Ltd in 2023.
David is the RACQ representative director of the Australian Automobile Association (AAA), Australian Motoring Services (AMS), and GEM Energy Australia Pty Ltd. He is also a director of RACQ Foundation Pty Ltd, Qld Ballet and Netball Qld.
Glenn Toms
Deputy Chief Executive Officer

As Deputy CEO, Glenn is instrumental in supporting the Club’s strategic initiatives and operational activities. Glenn leads a large team which provides a diverse range of automotive and lifestyle solutions to members including roadside assistance, batteries, automotive glass, automotive servicing, inspections, driver training, travel, and leisure. He also oversees the Member Engagement team ensuring exceptional service and support for members.
Glenn has more than 30 years’ commercial experience with RACQ in sales, operations, and logistics. He is Chair of RACQ Automotive Services and Members Travel Group, a Director of RACQ Operations and Australian Club Consortium.
MJ Bellotti
Chief Executive Community
MBA, GAICD
MJ Bellotti joined RACQ in September 2021 as Group Executive Member and Community before being appointed Chief Purpose Officer in December 2022, and Chief Executive Community in 2026. With more than 25 years of executive experience, MJ is passionate about driving purpose, delivering excellence, creating value for members and building a sustainable Club that contributes positively to the broader community.
Prior to joining RACQ, MJ was the Chief Development Officer at BESIX Watpac and has held senior executive roles across diverse industries including Suncorp, Thiess, Laing O’Rourke, Barclay Mowlem, and James Hardie. Her roles have spanned Marketing, Business Development, People and Culture, Corporate Affairs, Sustainability, and Strategy. MJ studied International Marketing at Stanford University, completed an MBA from the University of Queensland and is a graduate member of the Australian Institute of Company Directors. She is an Industry Fellow at the University of Queensland and a director of Circa, one of the world’s leading performance companies. MJ is a former director of the Queensland Symphony Orchestra.
Ailsa Heise
Chief Risk Officer

Ailsa commenced in the role of Chief Risk Officer in March 2021, having joined the RACQ Group in 2011 as the Financial Controller for RACQ Insurance and moving to the position of General Manager Finance for the RACQ Group in 2014.
As Chief Risk Officer, Ailsa is responsible for managing RACQ’s second-line risk and compliance functions, corporate fraud, regulatory affairs, corporate legal and company secretariat. Ailsa is also an independent member of the RBWH Foundation’s Audit, Finance and Risk Committee. Prior to joining RACQ, Ailsa held multiple management roles in finance and financial policy across the superannuation, public sector and banking industries.
Barney Burke
Chief Executive Banking

Barney Burke joined RACQ in 2021 as General Manager Bank Finance and Group Performance and was appointed Chief Executive Banking in April 2024. He brings a wealth of experience having worked globally in the finance sector for more than 25 years.
Prior to joining RACQ, he held leadership positions at Suncorp, Barclays and Credit Suisse. Barney is committed to implementing the bank strategy and supporting uplift in our risk capability.
Stephen Burton
Chief Financial Officer
B.Comm, FCA
Stephen Burton joined RACQ as Chief Financial Officer in October 2023 taking on responsibility for the Club’s shared services, including Finance and Performance, Procurement and Property.
He brings more than 40 years of financial services and leadership experience, having previously worked for organisations including Suncorp, Queensland Investment Corporation and professional services organisation KPMG.
A passionate supporter of the not-for-profit sector, Stephen is also Deputy Chair of the Royal Brisbane and Women’s Hospital (RBWH) Foundation.
Wendy Parker
Chief Audit Officer
B.Com (Law, Economics), B.Acc, Chartered Accountant CA(SA)
Wendy joined RACQ in September 2022 and was appointed Chief Audit Officer in December. Wendy is a multi-skilled executive with over 25 years’ experience in risk, compliance and audit, having worked at consulting firms Deloitte and EY in various regulatory jurisdictions overseas.
She has also worked in various multinational financial institutions including Investec and Nedbank. Wendy also has experience working with mutuals, having worked at Great Southern Bank. She is passionate about people and has established new functions and driven operational excellence in existing functions.
Amanda Adams
Chief Transformation Officer
Amanda joined RACQ in December 2020 as General Manager Member Engagement and was appointed Chief Transformation Officer in November 2024. As an innovative finance executive, Amanda leverages her extensive experience across the general insurance and retail banking sectors. Her expertise spans distribution, product and portfolio management, project portfolio management, operations, risk and compliance and leading large-scale remediation projects.
A passionate advocate for Corporate Social Responsibility, Amanda focuses on using financial services as a platform for sustainability and creating employment opportunities in Australian communities.
Ben Johnston
Chief Information Officer

Ben has been a key member of RACQ's technology team since 2016, performing various roles before being appointed Chief Information Officer in November 2024. In his role, he is responsible for technology infrastructure, core systems, architecture, and cybersecurity, alongside the delivery of key technical projects.
Before joining RACQ, Ben gained extensive experience in the technology field leading complex projects including data centre and cloud migrations, as well as web infrastructure management. He also collaborated with global teams to develop standardised practices for client maturity assessments and migrations.
Rebecca Roberts
Chief Strategy Officer

Rebecca Roberts is an accomplished strategy and transformation leader with more than 20 years’ experience shaping enterprise‑wide strategy and leading large‑scale transformation in complex organisations.
As Chief Strategy Officer, Rebecca is responsible for shaping, communicating and driving RACQ’s enterprise strategy. Her remit includes corporate strategy and long‑term planning, corporate development and performance alignment, enabling the organisation to better anticipate external change, optimises resource allocation and deliver long‑term value for members.
She is recognised for her inclusive leadership style, strategic clarity and ability to align diverse stakeholders around a shared direction. She holds a Bachelor of Business Management and a Bachelor of Commerce from the University of Queensland and serves on the Board of The Lady Musgrave Trust.
Megan O'Connor
Chief People Officer

Megan O’Connor leads the people and culture strategy in support of RACQ’s long-term transformation and growth agenda.
Having joined RACQ in 2008, Megan has held a range of executive roles across human resources, health and safety, and major enterprise programs. She has responsibility for organisational design, workforce strategy and planning, industrial relations, remuneration and leadership capability, and is focused on ensuring RACQ has the leadership, culture and workforce capability required to deliver its strategy and serve members into the future.
